In 1981, several Lutheran congregations in Scott County, Iowa pooled their resources to work toward providing housing assistance to low-income elderly or disabled persons in Scott County. Luther Properties is a product of this effort. Luther Properties is a charitable organization that continues to be a service arm of various Lutheran congregations in Scott County.

The properties:
- most locations offer lunch 3-5 days a week.
- have common laundry facilities, parking, and common areas for use by residents and their guests.
- are qualified low-income residential facilities for the elderly under U.S. Housing & Urban Development (HUD) regulations, and as such, eligible residents receive the benefit of rental subsidies as determined by HUD, which usually is the difference between the fair rental value and 30% of the resident's adjusted monthly income.
- are managed by Young Management Corporation, a residential management company specializing in affordable housing, under the general supervision of the Board of Directors and serves as manager at the Board's pleasure.
